Warner's philosophy holds that examining education policy can drive meaningful transformation. Our educational policy program develops graduates into skilled leaders capable of shaping policy and improving practices throughout educational systems. The doctoral curriculum in education policy provides an interdisciplinary approach, combining essential policy coursework with optional classes from diverse fields (such as sociology, political science, economics, finance, and law), enabling students to master and implement multiple conceptual, theoretical, and analytical approaches to policy challenges. Students must establish proficiency in both quantitative and qualitative research methodologies, ultimately specializing in quantitative, qualitative, or mixed-methods research.

Qualification Requirements

Applicants must have received a bachelor's degree from an accredited institution or equivalent by the time they enter the program at Warner.
Applicants must have the ability to do graduate work at the University of Rochester, as demonstrated by their past academic performance and their academic writing skills.
Applicants must demonstrate sufficient communication and interpersonal skills to perform well in their chosen career in education.
Applicants career goals, professional interests, academic background, attitudes and philosophy must be consistent with the programs offered by the Warner School and its stated mission.
Additional criteria may be established for individual programs.
