The GOPC offers a multidisciplinary framework for addressing the growing complexities of ocean governance. Successfully managing ocean-related challenges requires insights into natural ecosystems, the technological tools enabling ocean exploration and utilization, and the societal influences shaping these endeavors. Stakeholders at all levels—individuals, institutions, and governing bodies—must evaluate the legal, ecological, socio-political, and economic consequences of policy choices.
Situated in the Pacific with strong connections to Asia and the U.S. mainland, the University of Hawaii at Mānoa (UHM) is exceptionally positioned to integrate natural and social science viewpoints into a specialized educational initiative. UHM boasts renowned academic and research departments, including the College of Social Sciences, School of Ocean and Earth Science and Technology, and the Environmental Law Program at the William S. Richardson School of Law. The program features instruction from UHM faculty alongside Hawaii-based industry experts, while fostering connections among peers and professionals passionate about marine policy, ocean resources, and coastal governance.
The Graduate Ocean Policy Certificate enables participants to customize their coursework to complement existing graduate studies or professional backgrounds. Eligible candidates include enrolled UH graduate and law students in good academic standing, as well as non-UHM applicants (holding bachelor's degrees and meeting UH standards) who gain admission through the Graduate Division as special, non-degree students. Both full-time and part-time enrollment options are available.
