Italy has introduced updated procedures for international students applying for higher education programmes for the 2026/2027 academic year, refining pre-enrolment requirements, visa processing steps, and appointment allocation systems.
The new framework, issued by the Ministry of Universities and Research (MUR) and the Ministry of Foreign Affairs and International Cooperation (MAECI), outlines the full process governing entry, stay, enrolment, and recognition of foreign qualifications for study in Italy.
Pre-enrolment via Universitaly is mandatory
All international applicants must submit pre-enrolment applications through the official Universitaly portal (https://www.universitaly.it/), which serves as the central platform for initiating the admission and visa process.
Pre-enrolment is a required first step before any visa application can be considered. Supporting documentation and full procedural guidance are available on the dedicated section of the portal (https://www.universitaly.it/studenti-stranieri).
Applicants are strongly advised to carefully follow the official procedures, particularly those outlining the responsibilities shared between universities and diplomatic-consular missions.
Visa decisions remain fully discretionary
The issuance of a student visa remains the exclusive responsibility of Italian diplomatic-consular missions.
University validation of a pre-enrolment application does not guarantee a visa appointment or approval. Consular authorities independently assess each application, including eligibility criteria and the absence of migration risk.
This assessment considers factors such as the applicant’s socio-economic background, academic history, and consistency between previous studies and the intended programme.
Deadlines for 2026–27 and 2027–28
For the 2026/2027 academic year, visa applications must be submitted no later than 30 November 2026. For 2027/2028, the deadline is 31 October 2027.
These deadlines apply to standard degree programmes, including bachelor’s degrees, master’s degrees, single-cycle degrees, and first- and second-level academic diplomas.
Other programmes—such as PhD courses, Erasmus exchanges, foundation programmes, and single courses—do not have fixed deadlines, but applications must be submitted before the start of academic activities.
Universities may also set earlier internal deadlines depending on course schedules.
Embassy appointment system linked to validation
The Embassy of Italy in Islamabad has confirmed that student visa appointments will now be allocated directly through its outsourcing partner, BLS-Intiana, instead of relying solely on applicant booking.
Appointments will be issued only to students whose pre-enrolment applications have been validated by their respective universities on the Universitaly platform. Eligible applicants will be contacted individually via email.
Appointments will be allocated in chronological order based on the date of university validation, improving transparency and reducing delays in scheduling.
Eligibility and residency requirements
Only applicants residing within the embassy’s consular jurisdiction will be eligible to submit visa applications. In addition, only candidates with fully validated pre-enrolment applications will be considered for visa processing.
Applicants remain fully responsible for ensuring that all submitted documentation is complete and meets both university and consular requirements.
A more structured system for international applicants
The updated procedures reflect Italy’s continued effort to centralise and streamline international student admissions through digital platforms while strengthening compliance and verification processes.
While the system offers clearer procedural guidance and more structured appointment allocation, it also places greater emphasis on pre-enrolment validation and consular assessment.
