The MPP program's requirements aim to equip students with a robust, cross-disciplinary grounding in public policy studies. Participants gain proficiency in core concepts and analytical methods while pursuing focused coursework in their chosen specialization. The 37-credit curriculum is structured into three distinct components. The Policy Sciences Graduate Program originated in 1972, during the field's formative years as an interdisciplinary solution for addressing challenges at local, regional, and national levels. UMBC, founded in 1966 with a commitment to innovation and diversity, aligned with these principles by creating a policy sciences education hub in the mid-Atlantic area. The master's program launched in 1974 with an inaugural cohort of 12 students, followed by the admission of the first nine doctoral candidates in 1978. After evolving into the Department of Public Policy in 2003, the program relocated from the Administration Building to the newly constructed Public Policy Building in 2004. UMBC further elevated the program by establishing the School of Public Policy in 2014.
