The Economic Policy Analysis (ECPA) M.A. program offers students coursework across UMBC's Department of Economics, School of Public Policy, and other academic units. This interdisciplinary curriculum blends broad policy analysis training with specialized economic methods for evaluating policy challenges. Core economics classes provide instruction in economic modeling techniques and econometric analysis.

Designed for diverse academic backgrounds, the ECPA M.A. welcomes students from various undergraduate disciplines such as economics, public policy, political science, STEM fields, social sciences, and business. The program serves:

Working professionals involved in policy development who seek to enhance their analytical capabilities and policy expertise.
Aspiring policy analysts preparing for careers with government agencies, international organizations, consulting firms, corporations, or non-profits.
Students planning advanced doctoral studies in Public Policy or Economics, with many ECPA graduates continuing into UMBC's Ph.D. program in Public Policy (the M.A. fulfills significant Ph.D. coursework requirements).
The flexible schedule accommodates both full-time and part-time students, with evening course options available for working professionals. Required courses and numerous electives are offered during evening hours to support employed students.

Qualification Requirements

The Graduate School recommends applicants have at least a 3.0 GPA or B average when applying.
For transcripts from schools abroad, the UMBC Graduate School will accept official WES (World Education Services) ICAP Course-by-Course evaluations but note that these evaluations are not required.

Students who are unable to meet the minimum GPA standards may still be admitted to graduate study by demonstrating outstanding performance on one or more of the graduate aptitude tests or by providing letters of recommendation from evaluators who can speak to the applicant's performance as a student or in a professional capacity.

Standards for admission to a doctoral program are generally higher than those for admission to a master's program. The terms of this admission are based on specific recommendations made by the applicant's department in conjunction with the Graduate School.
