The Public Affairs Doctoral Program equips graduates to push the boundaries of research and theory in public affairs. This is accomplished through four essential core courses covering the intellectual roots of public administration, key organizational theories, the policy development cycle, and advanced policy evaluation. Participants will gain expertise in analyzing how social, economic, political, and technological forces influence governance through both structured systems and informal practices.

Tailored to individual professional aspirations, the program offers interdisciplinary coursework, faculty mentorship, and customizable specialization tracks. Students aiming for leadership roles in government or nonprofits can select complementary electives across UCF's offerings, while future academics will concentrate on advanced studies within their chosen field of expertise.

Qualification Requirements

One official transcript (in a sealed envelope) from each college/university attended for both bachelors and master’s degrees showing a GPA of 3.5 or better in both degrees. Official, competitive GRE score taken within the last five years, is required by all applicants applying to the Ph.D. program (UCF’s Institutional Code is 5233); A personal statement of 1000 words or less describing the applicant’s educational expectations, career aspirations, any special qualifications or experiences that may enhance the overall learning environment, and the reasons for pursuing a Ph.D. in Public Affairs. The statement should also indicate how the applicant’s research and career interests fit with those of the current faculty; Three letters of recommendation from professors or professionals who can assess the applicant’s ability to succeed in a research-oriented doctoral program; A current resume; At least one writing sample, i.e., academic paper, report, etc. Evidence of adequate background in Calculus. Applicants to this program, except those that have earned or will earn a Masters or Doctoral degree from an accredited U.S. institution recognized by UCF, who have attended a college/university outside the United States must provide a course-by-course credential evaluation with GPA calculation. Minimum UCF Requirement for TOEFL/IELTS TOEFL iBT score of 80 IELTS band score of 6.5
