The Ph.D. is granted to candidates who fulfill all academic requirements, including coursework, qualifying exams, and the creation and defense of a dissertation. A minimum of 42 credit hours in coursework plus 30 dissertation credits must be completed, maintaining a GPA of 3.0 or above. Transfer of up to 21 credits from other institutions may be requested. Candidates must submit a Program of Study before attempting qualifying exams. Those pursuing a Ph.D. can earn an M.A. upon meeting its requirements.
Ph.D. candidates can specialize in Public Administration & Policy or choose Public Policy as a secondary focus. Both paths demand rigorous coursework and extensive independent study. Typically, students finish required classes within their first four terms. The Public Policy Qualifying Exam occurs in August after the second year. PA&P majors must also pass an additional departmental exam. Any schedule adjustments need approval from the Graduate Director.
