The Master of Public Policy (MPP) is a rigorous, full-time two-year professional degree program. Established in 2006, it builds upon the University of Toronto's world-renowned academic reputation while incorporating hands-on policy training. Graduates emerge with robust analytical and quantitative capabilities, fundamental policy knowledge, and essential management and leadership competencies.
All MPP candidates at the Munk School of Global Affairs and Public Policy complete an obligatory policy internship, enabling them to apply academic concepts to real-world policy development and implementation. These internships are offered across diverse organizations.
A four-year bachelor's degree (or equivalent as recognized by the University of Toronto).
A minimum cumulative grade point average (CGPA) of a B and a minimum GPA of a B+ standing in the final year of undergraduate studies (3.3 out of a possible 4.0 grading scale). Admissions selection to the MPP program is competitive and meeting this minimum requirement does not guarantee admission. Final-year grades are based on the last 5.0 full-course equivalents (FCEs) or 10.0 half-course equivalents.
English language requirements
International English Language Testing System (IELTS): Required score: 7.0 (Academic) with at least 6.5 for each component.
Internet-Based Test (TOEFL iBT) Including Writing and Speaking Sections: Overall score: 93; Writing: 22; Speaking: 22
Academic English Level 60: Required score: B
Canadian Academic English Language (CAEL) Online: Required score: 70 minimum total with at least 60 in each part.
The Certificate of Proficiency in English (COPE): Required score: 76 minimum total with at least 22 in each component and 32 in writing
Cambridge Assessment English: Required score: minimum 185 overall with at least 176 in each component.
