Emergency readiness remains a vital component of government strategy across federal, state, and municipal jurisdictions. Addressing natural catastrophes—including floods, hurricanes, tornadoes, earthquakes, and disease outbreaks—demands coordinated efforts in pre-disaster preparation, crisis response, and recovery initiatives. These efforts succeed only through collaboration among government entities, private organizations, and community groups. Following the September 11, 2001 attacks in New York, Virginia, and Pennsylvania, emergency preparedness now encompasses homeland security—safeguarding the nation against terrorist threats. Government officials and first responders, once focused solely on natural disasters, must now also anticipate and address acts of politically motivated violence. The homeland security and emergency preparedness program addresses this dual mandate, equipping students with both theoretical foundations and hands-on skills for careers in: 1) public or private sector roles in homeland security, covering domestic and international safety, as well as emergency response to security and non-security incidents; or 2) advanced studies in government, global relations, law enforcement, policy development, or legal fields.

Qualification Requirements

VCU applications for admissions and scholarship consideration will be reviewed based on academic performance at an accredited high school or on GED scores. The college preparatory curriculum is highly preferred. Extracurricular activities and employment experience may strengthen an application.

Essays are required of all applicants and must be submitted with the Common Application. At least one recommendation is preferred for all applicants. Applicants will be asked to submit recommender information before submitting the Common Application. Recommenders will be sent an email on the applicant’s behalf requesting a recommendation. First-year applicants are required to submit an up-to-date high school transcript (including senior-year curriculum and grades, if available). GED holders must submit their official GED scores.
