The Department of Educational Leadership and Policy (ELP), within the College of Education, aims to develop principled researchers, administrators, and policymakers across all education levels—from early childhood through higher education. Grounded in rigorous theory and evidence-based research, the department fosters leaders dedicated to advancing justice, equity, and academic excellence for every student. ELP's distinguished faculty, actively involved in prominent organizations like the University Council for Educational Administration and American Educational Research Association, ensures students engage with cutting-edge scholarship and emerging trends in the discipline.

Through partnerships with state education boards, local agencies, and Utah's higher education institutions—both public and private—the department offers hands-on research and professional development experiences. Additionally, ELP established and maintains the Utah Education Policy Center, an integral component of the College of Education's initiatives.
