The Doctoral Program in Urban Planning and Public Policy (UPPP) equips students for academic careers, research roles in organizations, leadership positions across sectors, and policy advocacy work. By merging urban planning and public policy disciplines, it delivers comprehensive knowledge about policy processes and planning practices. The curriculum blends theoretical exploration with practical implementation, presenting multiple perspectives on policy and planning challenges. Candidates can employ quantitative, qualitative, or mixed methods for dissertation research, with the program providing thorough training in these research approaches. A minimum of 48 post-master's credit hours is required to complete the UPPP Ph.D. program.
Students must have official transcripts from colleges and universities attended (undergraduate and graduate).
Applicants are expected to submit a score of at least 550 on the paper-based TOEFL, a score of at least 213 on the computer-based TOEFL, a minimum score of 6.5 on the IELTS, or a minimum TOEFL iBT total score of 79. Further, when the TOEFL iBT is taken, sectional scores of at least 22 on the writing section, 21 on the speaking section, 20 on the reading section, and 16 on the listening section are preferred.
The UPPP program primarily admits doctoral students in the fall semester. Spring admissions are rare and there are no summer admissions. The priority application deadline for the UPPP program is February 1st.
