The Doctor of Philosophy (PhD) in Public Affairs provides intensive, high-level academic training designed to equip scholars for careers in academia or prestigious research organizations focused on innovative studies in public affairs, policy, urban planning, and governance. Prospective students should demonstrate well-defined research goals and articulate why the Humphrey School is the ideal environment for their work. The program emphasizes groundbreaking contributions in either theoretical frameworks, methodological approaches, or practical applications across four concentration areas: Public Policy, Urban Planning, Management and Governance, or Science, Technology, and Environmental Policy.Students work closely with distinguished faculty advisors who bring substantial research knowledge and professional insight. The program structure combines foundational core coursework, tailored classes within a chosen specialization, and dissertation completion. All specializations demand proficiency in theoretical concepts, research methodology, statistical analysis, and both quantitative and qualitative techniques. Additionally, participants receive instruction in teaching methods and practical classroom experience.
Anyone who has or will obtain a bachelor’s degree from a regionally accredited institution in the U.S. or a comparable degree from an officially recognized college or university outside the U.S. may apply for graduate admission.
The preferred undergraduate GPA for admittance to the program is 3.50.
English Language Proficiency Requirements: TOEFL iBT – 100; IELTS Academic – 7.0; MELAB – 80; Pearson Test of Academic English (PTE Academic) – 59; Cambridge Assessment English (CAE) C1 Advanced – 180.
