UMBC provides an opportunity for individuals with bachelor's degrees to enroll in select graduate courses within a focused specialization area, enabling them to enhance their qualifications and, in certain instances, prepare for professional certification tests. The Emergency and Disaster Health Systems (EDHS) Department features a Graduate Certificate program specializing in emergency management. This program aims to equip both practicing and aspiring emergency managers with advanced analytical, planning, and leadership competencies in the critical domain of comprehensive hazard emergency management. The curriculum is structured to deliver the academic foundation necessary for students to pursue certification through the International Association of Emergency Managers.

Students may complete this certificate program independently, incorporate it into their Master of Science (M.S.) in Emergency Health Services, or include it as part of the Emergency and Disaster Health Systems concentration within the Public Policy Ph.D. program. Additionally, EDHS partners with the Computer Science and Electrical Engineering Cybersecurity Program (CYBR) to offer joint certificate completion options. (Additional details provided below)

Qualification Requirements

The Graduate School recommends applicants have at least a 3.0 GPA or B average when applying.
For transcripts from schools abroad, the UMBC Graduate School will accept official WES (World Education Services) ICAP Course-by-Course evaluations but note that these evaluations are not required.

Students who are unable to meet the minimum GPA standards may still be admitted to graduate study by demonstrating outstanding performance on one or more of the graduate aptitude tests or by providing letters of recommendation from evaluators who can speak to the applicant's performance as a student or in a professional capacity.

Standards for admission to a doctoral program are generally higher than those for admission to a master's program. The terms of this admission are based on specific recommendations made by the applicant's department in conjunction with the Graduate School.
