The Pennsylvania State University's Workforce Education and Development program provides a doctoral pathway culminating in a Doctor of Philosophy (PhD) degree. This program is designed for professionals currently working in or aiming for roles as educators, trainers, administrators, or researchers within vocational education environments, including corporate sectors, healthcare, occupational home economics, cooperative education, youth apprenticeships, or workforce development programs.
To earn the PhD, candidates must fulfill several key requirements:
Maintain academic excellence with a minimum 3.00 GPA for University coursework,
Fulfill Scholarship and Research Integrity (SARI) training obligations,
Achieve official doctoral candidate status,
Demonstrate advanced proficiency in English across reading, writing, and speaking,
Complete at least two full-time semesters (excluding summer terms) at the University Park campus within a twelve-month period between program admission and completion,
Satisfy specialized research requirements instead of standard communication and language prerequisites common to most PhD programs,
Complete all degree requirements, including dissertation approval, within an eight-year window from achieving candidacy, and
Pass a comprehensive examination, defend an approved dissertation, and successfully complete a final oral examination.
A GPA of 3.00 in prior graduate course work is required for admission to the doctoral program. Two or more years of prior full-time work experience that is relevant to WFED is an important consideration in evaluating applications for the doctoral program.
English Proficiency: TOEFL Internet-based test (iBT) - a total score of 80 with a 19 on the speaking section for the internet-based test (iBT); TOEFL Paper-based test - the minimum acceptable score is 550; IELTS - The minimum acceptable composite score for the IELTS Academic Test is 6.5.
