Penn State's doctoral programs in Higher Education consistently rank among the nation's top programs annually. Furthermore, outstanding programs produce outstanding alumni, and Penn State's doctoral graduates stand at the forefront of their profession. Our alumni hold prestigious positions such as Director of the ERIC Clearinghouse on Higher Education, faculty members in the University of Michigan's Higher Education Program, and Department Chairs at institutions like Florida State University's Educational Leadership Department. Graduates serve as university presidents, senior administrators in state education agencies, and academic deans across higher education institutions. Applicants who have either: worked full-time for a minimum of three years in an administrative role in a college or university; a master’s degree; or completed the Institutional Research Certificate Program at Penn State.
English Proficiency: TOEFL Internet-based test (iBT) - a total score of 80 with a 19 on the speaking section for the internet-based test (iBT); TOEFL Paper-based test - the minimum acceptable score is 550; IELTS - The minimum acceptable composite score for the IELTS Academic Test is 6.5.
