This course explores how evolving norms influence international relations, focusing particularly on developments in human rights, transitional justice, international criminal law, warfare regulations, and humanitarian principles. We examine both theoretical frameworks and real-world applications, investigating why certain human rights standards gain acceptance. Key questions include: Which actors champion these institutions and which oppose them? How effective are they in accomplishing their goals? What factors limit their impact, and what are the intended and unintended consequences? Does the institutionalization of these norms through laws and courts permanently constrain state sovereignty, or will they prove temporary in global politics? The course maps the evolving landscape of international morality and justice, covering topics like weapons regulations, civilian protections, and accountability mechanisms during and after conflicts. We assess the drivers and boundaries of intervention, along with the enduring reality of global governance for at-risk populations, particularly in Africa. Finally, we evaluate legitimacy and authority within the international system.
