Our institution provides two distinct Graduate Diplomas in Ethics and Public Affairs (EPAF), alongside a comprehensive PhD program. The first diploma caters to current graduate students enrolled in participating Carleton programs, while the second is designed for working professionals.

Our programs stand out by integrating ethical examination with social science methodologies. EPAF students receive instruction and guidance from both philosophy scholars specializing in public matters and social science/public policy experts focused on the value systems behind these issues. The foundational principle is public reason—the concept that authority must be justifiable to those it governs. Graduates will gain qualifications suitable for academic positions, policy-oriented roles in government and NGOs, or consulting careers.

Admission Requirements Graduate Diploma

The typical requirement for admission is an average of A- or above in honours or graduate courses, with evidence of proficiency in both (a) analytical ethics or political philosophy, and (b) social science or interdisciplinary studies including social science.

IELTS - Overall 6.5 (minimum 6.0 in each band).
TOEFL iBT - 86 (20 in reading and listening, 22 in speaking and writing)
TOEFL PBT - overall score of 580.
